It’s not 100% lack of pocket presence but 50% lack there and 50% hesitation. Given his inability to progress through his options and generally terrible throwing ability (at least consistently) plus said hesitation in everything he does, I feel comfortable saying Brown is a poor QB and there is no point in playing him further.
