I would bet Rouse represents the special teams.

Also, after a brief Google news search,
tOSU has 7 captains this year, Michigan has 2, Duke has 4, Arkansas has 4, Mich State 3, Pitt 3, PSU 3. Its not an exact science. Leaders are leaders, and if we have 4 (which I believe these 4 are clearly leaders -- especially Rouse and Johnson), we name 4.
