40 or even 15 million is ridiculous...
A local Ohio HS just down the road built a very nice indoor facility for $3 million in 2008 & they used Union labor to build it.

That said, the building looks very good and it could look great as part of the new rec center. Brick facade is an inexpensive way to dress it up and incorporating it into the new rec center will bring the cost down significantly, not to mention only needing one building permit. Building a free standing building on Shea field is not a good option and it would require a completely seperate permitting process and building permit which will take longer to accomplish.
