It is less than 3 weeks to commencement and I would imagine there is a chance Montel has his last official class at BC this week, tomorrow perhaps? With exams next week if he has any. It looks to me like the time frame is based on Montel completing all of his course work. Once he is officially finished with BC he then can say whatever he wants because he has 1 year of elgibility and his classes at BC are completed.
But he probably still wants to keep quiet until Spaz signs the paperwork permitting him to transfer.
He doesn't need Spaz's signature, I believe. He'd be going somewhere to pursue a grad degree that BC doesn't offer (like engineering) in order to play right away. I don't think the school has any say in whether or not you do that.
