Short answer, kind of but not really. Waived immunity and shit. I think.
What's the deal with PSU being sovereign (I read something about them being exempt from FOIA). Also, PA funds the university irregardless, and I doubt they'll let their flagship flounder.
Well, if PSU doesn't have sovereign immunity, then Pennsylvania will certainly foot the bill, but if the university is a state agency and is not liable, then you're stuck suing individuals and Pennsylvania isn't going to foot the bill for Sandusky or the AD, or even JoePa at this point.
